Just posting here for any folks still having issues. I have no idea what was causing Borderlands 2 to not load. I was having the same problem with XCOM as well. I ended up giving up, and nuking everything from orbit - I did a clean install of Windows 10, not keeping anything. Now I can load both games just fine. So I think it had to do something with keeping your files and all that when upgrading to Windows 10, something in there wasn't communicating with something it should have been, I dunno. Had same problems after switching from Windows 7 to Windows 10. Everything above did not fix the problem for me, What is quite simple but some might not think about it like me is to download Steam installer and install t as Windows 10 doesn't 'see' it installed.
